摘要： 为加强对信息化项目的有效管控，保障项目建设质量和效益，文章将实现对信息化项目管理规范性和投资回报的量化评价。文章通过借鉴国内外在项目后评价方面的经验和成果，研究构建了贯穿信息化项目建设全过程的后评价指标体系，运用层次分析法结合德尔菲法设计指标权重，并进一步提出了评价方法和综合分析方法，形成了有特色、操作性强、指导性高的信息化项目后评价业务体系和指标体系，为提高企业信息化项目管理水平和信息化决策能力提供了管理手段。

Abstract: In order to strengthen the effective control of informational project,and ensure the quality of project construction and the effect benefit,the paper tries to realize the quantitative evaluation of the standardization about informational technology project and return on investment (ROI). In this paper, we use the reference of the domestic and overseas experience as well as achievements about post evaluation on projects to research and construct the indicator systems of post evaluation which run through the whole process of informational construction. And then, we use the analytic hierarchy process(AHP) and Delphi method to design the weight of different indexes. At last, we put forward the evaluation methods and comprehensive analysis methods, and develop the business system and indexes system about post evaluation of informational project, which is characterized, strongly operational and highly instructive. All of these provide management tools in order to improving the management level of enterprise information project and information decision-making ability.
