摘要： 产业创新能力代表产业的发展能力和水平，文章通过对国内外产业创新能力监测指标体系比较研究得出：无论是国内创新能力指标体系，还是国外创新能力指标体系，知识创新和专利作为创新成果倍受重视、政府都或多或少参与到创新过程中，企业创新的主体性日益呈现。国内创新能力指标体系意识到国际化合作的重要性，且呈现绿色环保化新趋势，国外创新能力指标体系对金融指标，尤其是风险投资这一指标进行了强调。

Abstract: Industrial innovation ability is on behalf of the industry development ability and level. Based on the comparative study on industry innovation ability index system at home and abroad, we conclude that no matter in the domestic and overseas, knowledge innovation and patent attract great attention and the government participates in the process of innovation more or less, and enterprise is the subject of innovation. The domestic innovation ability index system realizes the importance of international cooperation and begins to focus on environmental protection, while foreign innovation ability index system highlights the financial index, especially the risk investment index.
