国内外科技园区体制机制创新的经验研究

摘要： 建立健全投资、运营、管理等体制机制，充分发挥市场配置资源的决定性作用，是国内外一流科技园区创新发展、持续发展的重要保障。文章认为我国高新区面临创新驱动发展的要求，需要借鉴美国硅谷等海外一流科技园区的市场化管理运营制度的建设经验，及时总结推广北京中关村等国内一流科技园区的体制机制创新经验，为高新区加快实现创新驱动发展提供支持。

Abstract: Establishing and optimizing the system of investment, operation and management, and giving full play to the crucial and conclusive role of market in allocating resources are important guarantees for innovational and sustainable development of first-class Sci-tech parks in both domestic and overseas regions. In the essay, the High-tech zones in China are facing the requirement of innovation-driven development. Therefore, we need to learn from the experiences of market-oriented management in the Silicon Valley and other foreign first-class Sci-tech parks and timely sum up and popularize the experience of innovations in systems and mechanisms of Beijing Zhongguancun technology park and other domestic first-class Sci-tech parks, which will provide support for High-tech zones to speed up innovation-driven development.
