Abstract: The most pressing task of implementing the strategy of innovation-driven development is to break down the institutional barriers. The current problems with regard to the promotion of innovation-driven development include:the institutions and assessment systems are deviated from the focus on innovation;the reform on science and technology system needs to be deepened;the innovative growth of enterprises is short of internal motivation;the innovation-incentive system needs to be improved;the system of financial support for innovation-driven development needs to be consummated.This paper proposes suggestions from seven aspects to accelerate the establishment of systems and institutions commensurate with the need of innovation-driven development ,so as to give the maximum freedom and impetus to the development of science and technology as the primary productive force ,and to promote the in-depth implementation of the strategy of innovation-driven development.
