摘要： 文章回顾了我国工程造价管理发展的历程，并结合工程量清单规范和笔者的工作实践，从业主方和施工单位2个不同的角度提出了改进造价管理的方法与措施。

Abstract: This paper reviews the development process of China engineering cost management, combined with the work practice and the bill of quantities standard, puts forward some improvement methods and measures of cost management from two different perspectives of the owner and the construction organization.
