Regional Sustainable Productivity Evaluation and Comparative Analysis Under Environmental Constraints:a Case Study on Jiangsu Province

摘要: 可持续发展指经济、社会、资源和环境保护协调发展,传统粗放式生产方式带来了经济发展的同时也造成了环境生态污染问题的加重,区域生产效率的评价往往会忽略环境因素的影响。文章将环境因素结合进可持续生产效率评估方法中,对江浙区域地级市2013-2014年间的工业生产可持续发展的综合效率、技术效率和规模效率进行计算,采用投影分析的方法对影响可持续发展效率的具体因素进行分析,结果表明,南京、苏州等经济发达地级市对环境负面影响较大;常州、扬州等在创造经济价值的同时所付出的环境代价较小;宿迁、连云港为了提高工业产值付出较大的环境代价却收效甚微。

Abstract: Sustainable development refers to coordinated development of economy, society, resources and environment. The traditional extensive mode of production facilitates the economic development but also aggravates ecological pollution. Evaluation of regional productivity often ignores environment factors which will be considered in the sustainable productivity evaluation in this paper which calculates integrated, technical and scale efficiency of sustainable developing industry in prefecture-level cities of Jiangsu and Zhejiang from 2013-2014 and analyzes specific factors that influence sustainable development efficiency by projection analysis. Results show that developed prefecture-level cities in Nanjing, Suzhou have a big negative influence on environment; cities in Changzhou, Yangzhou create economical value at a mini environment cost;cities in Suqian, Lianyungang gain little but with high environment costs.
