江苏省跨国技术转移模式研究

摘要： 国际科技合作是我国科技工作的重要组成部分，国家科技部一直倡导国际合作要坚持“引进来”与“走出去”相结合原则，遵循“互利互惠、合理分享”。江苏省在跨国技术转移中，通过实施双边产业研发科技计划“引进来”海外优秀高科技技术，践行一带一路，探索“走出去”，将中国本土优秀成果技术或引进消化再创新技术带到国外。文章通过江苏省“引进来”与“走出去”的主要做法，分析跨国技术转移模式，提出对策与建议。

Abstract: International technology cooperation is the key part of the science and technology work in our country.“Drawing in” and “Going Global”are the two important respects and must be thought parallelly. It is also important to comply with the rule of “Mutual Benefit and Reasonable Share”. As for the international technology transfer of Jiangsu province, we should draw in the oversea technologies by implementing the bilateral R&D program, and bring the domestic technologies and those technologies under the framework of “One Belt, One Road”. The paper tries to analyze the international technology transfer model and provides the suggestions according to the main work of“Drawing in”and “Going Global”in Jiangsu.
