摘要： 当前，创新发展被摆在国家发展全局的核心位置，“大众创业、万众创新”成为“新常态”下经济增长的新动力和社会繁荣的新源泉。在这一背景下，如何推动苏州的“双创”工作成为重要研究课题。文章在分析国内先进城市推进“双创”发展的经验后，结合苏州当前推进“双创”工作具备的优势与存在的不足，提出了4个方面的对策建议。

Abstract: Nowadays, innovation is placed in the heart of the overall national development, while “mass entrepreneurship and innovation”has become a new source momentum of economic growth and social prosperity under “new normal”background. In this case, how to promote the Suzhou “mass entrepreneurship and innovation”has become an important research topic. Based on the analysis of the “mass entrepreneurship and innovation” of development experience in domestic advanced cities, combined with the current advantages and disadvantages of in Suzhou, this paper puts forward suggestions from four aspects.
