摘要： R&D活动是整个科技活动的基础和核心，是衡量一个国家和地区科技发展水平、科技活动结构、科技投入程度和科技含量的重要指标，在科技创新活动中起着至关重要的作用。文章指出，2013年，江苏省R&D经费全国第一，R&D经费投入强度全国第四，与此同时，R&D经费结构不够合理，来源于政府的资金占比低，基础研究经费占比低，优化结构迫在眉睫。

Abstract: R&D activity is the basis and kernel of the whole technology activity, and it is also the important index to measure a country or a region’s technological development level, technological activity structure, technological involvement load and technological content. R&D activities play an important role in the science and technology innovation activity. The paper points out that Jiangsu province's R&D expenditure ranks No.1 in China, and the paper also indicates Jiangsu province’s R&D investment strength ranks No.4 in China in 2013. However, at the same time, Jiangsu province’s R&D expenditure has some problems, such as the unreasonable R&D expenditure structure, low expenditure from government, low expenditure of basic research, so optimizing structure is a matter of great urgency.
