摘要：

人口快速老龄化和低生育率叠加带来的劳动力人口塌陷式下滑成为目前国内经济新常态下的显著特征。智慧养老系统的研究对推进城市智慧发展及借助信息技术创新养老服务、缓解养老压力具有重大意义。近年来国家高度重视智慧养老并密集出台了一系列政策,多地作为智慧养老试点城市开始探索智慧居家养老服务的长远发展。文章通过对南京市智慧居家养老服务情况的调查分析,找出发展中的关键制约因素并积极探索推进智慧养老发展的具体举措。实现分散养老资源的集中供给和有效配置,是应对我国经济新常态下老龄化冲击的明智之举。

Abstract:

The collapse of the labor force caused by the rapid aging of the population and the low birth rate has become a prominent feature in the current new normal economy. The research on intelligent pension system is of great significance for promoting the development of urban intelligence, innovating in providing service for the aged with the help of information technology, and alleviating the pressure from the aged. In the recent years, the state attaches the great importance to the problem and has a series of policies. As an intelligent pension pilot, some cities have begun to explore the long-term development of intelligent home endowment for the aged. In this paper, by the investigation and analysis about the situation of intelligent home endowment in Nanjing, it finds out the key constraints in the development and actively explores the concrete measures to promote the development of the intelligent home endowment. To realize the centralized supply and effective allocation of decentralized resources for the aged is a wise way to deal with the impact of aging under the new normal economy in China.
