摘要：

产业链、人才链与创新链有机衔接是当前江苏推进人力资源供给侧结构性改革的迫切要求,也是江苏大力践行开放创新战略和产业转型升级战略的必然需要,更是高效配置资源应对经济社会发展中严峻挑战的必然选择。文章从江苏“三链”融合发展的实际出发,以期赋予“三链”融合共进发展在实践层面最大的效益,提出以人才链引领创新链,以创新链提升产业链,以产业链集聚人才链,推动产业链、创新链、人才链“三链”闭环融合的发展思路。

Abstract:

The organic linkage between industry chain, talent chain and innovation chain is an urgent requirement for Jiangsu to promote the structural reform of human resources supply side. It is also an inevitable need for Jiangsu to vigorously implement the strategy of open innovation and industrial transformation and upgrading, and it is also an efficient allocation of resources. This paper starts from the reality of Jiangsu’s “three chains” integrated development, and hopes to give the greatest benefits in “three-chains” integrated development in the practical aspect, and proposes to lead the innovation chain with the talent chain, enhance the industrial chain with the innovation chain, and gather talents with the industrial chain. This paper puts forward the development idea of promoting the closed-loop integration of “three chains”.
