摘要：

文章运用定量分析法,对能够反映宁夏科技投入现状的科技活动人员、研发（Research and Development,R&D）人员、R&D经费和地方财政科技支出等指标展开深入分析,针对存在的问题提出意见建议,以期为管理部门提供决策参考。

关键词: R&D经费, 地方财政科技支出, R&D人员

Abstract:

By using the quantitative analysis method, this paper deeply analyses the indexes of R&D personnel, R&D funds and local financial science and technology expenditure and others, which can reflect the current situation of Ningxia science and technology inputs, to provide advice and suggestions on existing problems, and decision-making reference for the administration sections.
