Abstract: High level think-tank is the obvious symbol of higher education quality,university think tank is the new main force of the construction of the think tank,with Chinese characteristics and in such aspects as talent,discipline, research strength of universities have a think tank of the construction of the natural advantages. As the country and the government attaches great importance to the construction of think tank, new university think tank construction is also be paid more and more attention. As a research on university think tank construction,this paper is based on the literature knowledge from China online search,reviewing in nearly 10 years of research,a think tank construction in universities,from the construction of colleges'think tank new advantages,characteristics and function orientation, significance and practical difficulties and challenges to the existing literature also ,according to the new problem of inventory in universities put forward the corresponding countermeasures and suggestions.
