图解法和解析法在铁路用地确权登记底图制作中的组合应用

摘要： 自1987年国家土地管理局要求进行国有土地使用权申报登记以来，铁路土地管理部门利用多年的时间，花费大量的人力和财力，全面开展铁路国有土地使用权登记工作，取得了一定的成效，但因权属资料缺失、历史遗留权属争议等原因，全国铁路土地的确权登记工作至今尚未完全完成。文章主要阐述在此背景下，利用图解法和解析法相结合的方法制作铁路用地确权登记底图，为相关工作提供借鉴。

Abstract: Since the State Land Administration instituted the system of declaration and registration for state-owned land use right in 1987, railway land management department has undertaken comprehensive related work and has made a certain progress with massive investment of manpower and financial resources. However, because of missing ownership data, historical ownership dispute and other reasons, the national railway land ownership registration has not fully completed yet. This paper mainly elaborates on, on this circumstance, how to produce railway land ownership registration base map via combing graphic and analytic method with the aim to provide reference for related work.
