摘要： 企业是推进自主创新的主体，企业研发机构是企业设立的具有自主研究开发能力的技术创新组织，是企业技术进步的主要依托力量，也是区域创新体系的重要组成部分。加强企业研发机构建设对大力提升靖江自主创新能力、加快推动产业升级和发展方式转变起着至关重要的作用。文章对靖江企业研发机构建设现状、存在的问题进行了分析，提出了通过加强组织领导、优化资源配置、加强院企合作、注重统筹兼顾等四大举措来加强企业研发机构建设、提升区域科技创新能力的对策措施。

Abstract: Enterprises are the main body of dependent innovation. A enterprise R&D institution is a technological innovation organization with independent research and development capabilities. It is the main strength of the technological progress of enterprises and an important component of regional innovation system. The construction of enterprise R&D institutions plays a vital role in enhancing Jingjiang's independent innovation ability and accelerating the transformation of industrial upgrading and development mode. This paper analyzes the current situation and existing problems of Jingjiang enterprise R&D institutions, and puts forward four major initiatives to strengthen the construction of enterprise R&D institutions and enhance regional technological innovation capabilities:strengthening organizational leadership, optimizing the allocation of resources, strengthening the school and enterprise cooperation, focusing on overall balance.
