摘要： 建设高质量科技服务专家库是优化创新要素配置效率、提高科技服务质量的重要基础。针对此，文章提出了以开放性、需求导向性、可拓展性与多元化为原则，通过构建合理、科学的遴选机制和程序以及完善的跟踪评估和淘汰机制建设高质量科技服务专家库的路径与策略。

Abstract: The construction of high-quality science and technology services experts' database is an important foundation to optimize innovation allocates efficiency and improves the quality of service.This article proposes the open,demand-oriented, scalability and diversification principle,by constructing rational,scientific selection mechanisms and procedures as well as improve the tracking of assessment and elimination mechanism of building high quality science and technology services experts' database path and strategy.
