旅游城市的经济脆弱性研究--以扬州市为例

摘要： 脆弱性评价通过定性分析和定量分析，能有效测度系统在不同因素影响下的脆弱程度。文章以扬州市为例，把脆弱性评价引入城市经济系统研究，从经济系统的暴露性和反应性两个方面建立指标体系，并通过熵值法确定指标权重，运用集对法测度2005-2013年扬州经济系统脆弱性。研究表明，扬州市经济的暴露水平具有波动性，而反应能力和脆弱性则呈现先上升后波动下降的趋势，暴露性是扬州经济系统脆弱性的主要方面。要降低扬州旅游经济的脆弱性，必须优化产业结构，提高服务水平，加大财政投入以及藏富于民。

Abstract: Vulnerability assessment can effectively measure the vulnerability of the system under the influence of different factors by qualitative analyses and quantitative analyses. This article takes Yangzhou as an example ,using vulnerability assessment in urban economic system study by establishing an index system from the aspects of sensitivity and response capacity of economic system and using entropy method to evaluate the indicators. Then this article analyses Yangzhou economic system vulnerability during the period of 2005-2013 by Set Pair Analysis. The study shows that Yangzhou economy sensitivity is volatile ,while the response capacity as well as the vulnerability shows rise before a decline in volatility ,which means that the sensitivity is the main aspect of Yangzhou economy vulnerability. To reduce the vulnerability of tourism economic system of Yangzhou ,it is necessary to introduce policies like optimizing the industrial structure,improving service quality,increasing financial input into tourism and accumulating more wealth among local people.
