摘要：

从2016年开始,国家科技计划管理体系改革产生了一类新型科技计划——国家重点研发计划,其定位于聚焦国家重大需求和科技发展优先领域,是我国科技计划改革最重要的一部分,也是启动最早的一项科技计划改革。文章分析了国家重点研发计划项目的主要申报流程以及申报过程中需要注意的要点,并阐述了国家重点研发计划的管理现状,探讨了目前重点研发计划在高校中的获批情况,为广大高校中的科研工作者从项目申报到结题验收提供参考和建议。

Abstract:

From 2016, a new type of science and technology program, the national key research and development program was produced by the reform of the national science and technology program management system, which is positioned to focus on major needs of the country and priority areas for scientific and technological development. It is the most important thing in the science and technology program reform, which is also the earliest reform in the science and technology program. This article analyzes the declaration process of the national key R&D program and the points that need to be paid attention to during the declaration process, and expounds the management status of the national key R&D program, and discusses the current approval of the key R&D program in universities. And it provides reference and suggestions for the scientific researchers from project declaration to completion acceptance.
