摘要：

“十三五”时期是我国公共数字文化服务全面发展的时期,公共数字文化工程项目的实施离不开财政资金的支撑。G单位作为公益文化事业单位,牵头公共数字文化服务T工程项目,其经费预算执行问题一直是部委关注和考核的重点。影响T工程经费执行所涉及的因素众多,执行情况直接关系到公共数字文化服务体系能否按照规划完善,保障人民的基本文化需求。文章结合T工程近5年的经费执行情况,分析影响其预算执行的因素问题,提出加快T工程经费预算执行力度的几点思考。

Abstract:

The 13th five-year plan period is a period of comprehensive development of public digital cultural services in China. The implementation of public digital cultural engineering projects cannot be separated from the support of financial funds.G unit as a cultural public institution, takes the lead in the public digital cultural service T project. The implementation of its budget has always been the focus of the ministry and the assessment. Affecting T project funds to perform the many factors involved, is directly related to the implementation of public digital culture can be in accordance with the plan to perfect the service system, safeguard the basic cultural needs of the people. The article analyzes the factors affecting the budget execution of the T project in the past five years, and puts forward some thoughts on accelerating thebudget implementation schedule of T project.
