摘要： 加强"新市民"教育培训,提升"新市民"技能、学历意义重大,途径有二,一是完善"新市民"岗位技能培训平台;二是充分发挥职工业余高中(夜高中)作用,探索建立低学历劳动者夜高中毕业证书补贴制度.文章重点探讨了后者.

Abstract: The paper attaches great importance to the"new citizens"cultivation and the strategies of upgrading their skills and educational attainments. In order to completing new citizens'cultivation,the paper puts forward two approaches;one is to perfecting position skills training platform for them ,and the other is to set up allowance system for less educated workers in amateur high schools.
