摘要： 发展和培育高新技术企业是我国科技发展的一项重要举措。文章对比了新旧高新技术企业认定管理办法，分析了全国高新技术企业的发展现状，研究了高新技术企业发展中存在的问题，并提出了针对性的建议。

Abstract: The development of high and new technology enterprises is an important measure of the development of science and technology in China. This paper compares the old and new administrative measures for the determination of high and new technology enterprises, analyzes the developing status of high and new technology enterprises, and then studies the problems in the development of high and new technology enterprises and finally gives some pertinent suggestions.
