摘要： 《国务院关于新形势下加快知识产权强国建设的若干意见》的出台是国家对“十三五”期间知识产权工作的重大部署，是我国知识产权事业未来发展特别是知识产权强国建设的重要行动指南。文章认为新常态下企业应将知识产权管理工作重视起来，认识到知识产权管理在企业创新发展中的重要作用，使其在激烈的竞争中处于不败之地。

Abstract: The publishing of “Opinions of the State Council on Accelerating the Construction of Intellectual Property Rights Under the New Situation” is a grand deployment on issues of intellectual property rights (IPR) in the 13th Five-Year plan and further periods. It is the principle and guidance that we must follow in the further development of IPR and the construction of a powerful country on IPR. Under the new normal economy, to be in an invincible position in the fierce competition, the vast number of enterprises should pay much more attention to the management of IPR, and realize the great impact of the management of IPR on their innovation development.
