中国城乡数字鸿沟测算及政策建议

摘要： 文章基于宏观层面和微观层面的综合视角,构建了中国城乡数字鸿沟指标体系.运用因子分析法客观的确定权重,测得1993-2011年中国城乡数字鸿沟综合得分.研究发现,中国城乡数字鸿沟呈逐年递增趋势,且年均增长率达14.097%.公共因子F1(包括信息技术的基础设施、城乡居民就业状况和个体信息技术素养)与城乡数字鸿沟综合得分相关度水平最高.最后,提出了缩小城乡差距的政策措施.

Abstract: This paper builds Chinese urban and rural digital divide index system based on the macro level and micro level perspective.In the sample interval,this passage with the objective factor analysis to determine the weight, measures by a composite score of 1993 to 2011,Chinese urban-rural digital divide.The study finds that Chinese urban and rural digital divide has been increasing trend year by year,and the average annual growth rate of 14.097. The common factor F1 (including IT infrastructure,urban and rural residents,employment status,and individual IT literacy score)has the highest level of correlation with the urban-rural digital divide;finally,provides policy measures to narrow the gap between urban and rural areas at the level of urban-rural digital divide.
