摘要： 环境影响评价是对项目施行以后对周边环境可能产生的影响进行分析、评估并提出具体防治对策和措施。文章介绍了环境影响评价在中国的发展，总结了当前环境影响评价工作中存在的问题：法律法规责任不明确，环评机构存在质量和管理问题，导则体系不够完善，公众参与问题突出。并针对上述问题提出解决方案。

Abstract: The role of the environmental impact assessment is analysising and evaluating the potential impact on the surrounding environment of the project ,and proposing countermeasures. This article described the development history of environmental impact assessment in China.It analyzed the problems of the environmental impact assessment in our country:the responsibility of laws and regulations is not clear;quality and management problems exists in EIA agencies;guidance system is not complete.In the end ,the paper proposed solutions to address the problems.
