中国台湾地区科技大学产学研发展效率测度及对应用型本科高校发展的启示

Research on the measurement of development efficiency of the industry-university-research of universities of science and technology in Taiwan, China and its enlightenment

摘要:

文章结合台湾地区科技大学面临的社会环境与政策环境,首次采用综合径向与非径向DEA新技术的网络EBM模型测算了2014—2016年台湾地区科技大学产学研发展整体效率和分阶段效率。研究表明,台湾各个科技大学教学科研、成果转化两个阶段的效率不佳。12所典范科技大学产学研综合效率明显高于其他科技大学。据此文章提炼出在地方产业发展中明确办学特色、完善人才培养的层次结构、以评估体系构建固化学科建设成果等大陆应用型本科发展启示。

Abstract:

Combining the social environment and policy environment faced by universities of science and technology in Taiwan, the network EBM model of new integrated radial and non-radial DEA technique is firstly applied in this paper to calculate the overall efficiency and staged efficiency of industry-university-research development of universities of science and technology in Taiwan from 2014 to 2016. The research shows that the efficiency of teaching and scientific research stage and achievement transformation stage of universities of science and technology in Taiwan is poor. Among the 12 universities, the efficiency in typical universities of science and technology is clearly high. Based on this, this paper summarizes the enlightenment of application-oriented undergraduate development in mainland China, such as defining school-running characteristics in the development of local industries, improving the hierarchical structure of talent cultivation, and establishing solidified discipline construction results by means of evaluation system.
