摘要： 结题验收管理是整个项目管理中的重要环节，项目验收评估的标准是由一系列的指标所构成的指标体系来体现。而建立一套医学科研项目的验收评价体系需要建立在一系列理论体系和方法原则的基础上。文章主要从德尔菲法、指标体系构建的基本原则、筛选的依据、方法、标准、权重系数的计算、专家的遴选标准、专家评价意见的计算方法等进行详尽的探讨，为指标体系的构建打下坚实的理论基础，为指标体系的确立提供科学可靠的理论依据。

Abstract: The management of summary and acceptance is an important link of the whole project management.The standard of project acceptance assessment is reflected by a series of index system.The establishment of a medical research project acceptance evaluation system needs to be based on a series of theoretical system and methods.This paper mainly discusses the Delphi method,index system construction of basic principles,selection basis,method, standard,weight coefficient calculation,expert selection criteria,the expert evaluation method to calculate and so on. It lays the theoretical basis for construction of index system ,and provides scientific and reliable theoretical basis for the establishment of index system.
