摘要： 国家对自然科学基金投入是保障基础研究可持续发展的基本条件和重要资金来源，科学基金科研项目经费管理成为科学基金绩效管理体系的重要组成部分。文章通过比较中澳自然科学基金项目管理制度，从战略规划、流程管理和项目资助格局3个方面进行对比分析，发现我国自然科学基金科研项目管理制度的不足之处，进而提出相关政策建议。

Abstract: The investment in natural science is the basic condition to ensure the sustainable development of basic research, and also an important capital source for basic research. Scientific research funds management has become an important part of the national natural science performance management system. This paper comparatively studies the project management systems of the Natural Science Foundation between China and Australia from three dimensions including strategic planning, process management and project funding pattern. Based on the contrast analysis, it tries to find some deficiencies, and puts forward the relevant policy recommendations.
