“入市”农村集体经营性建设用地的价格评估研究

Study on the Price Evaluation of the Marketing of Profitable Rural Collective Construction Land

摘要: 国家关于农村集体经营性建设用地入市的政策逐渐明晰,建立城乡统一的建设用地市场成为当务之急。尽管学界对农村经营性建设用地入市可大力推动城乡统筹发展早已达成共识,但作为政策的试行阶段,有关经营性建设用地入市的定价问题研究却鲜有涉及。文章结合资源定价之受偿意愿法的相关理论与城镇建设用地评价的市场比较法,选取了江苏省昆山市典型农村地区的样本农户进行了深度调查,对“入市”农村集体经营性建设用地的价格评估进行探索研究,以期为农村集体经营性建设用地确权定价、价格与市场体系建设提供参考。研究结果显示,这2种方法用于评价农村集体经营性建设用地的价格具有可行性。

Abstract: National policy on the marketing of profitable rural collective construction land (MPRCCL)is gradually clear. The establishment of a unified urban-rural construction land market has become a top priority. Although scholars have reached a consensus on that the MPRCCL can vigorously promote balanced urban-rural development, few researches on the pricing of MPRCCL can be found as the current policy is under test at this moment. In this paper,two methods are compared in pricing of MPRCCL,namely the willingness to accept (WTA)in resources valuation theory and market comparison approach in urban construction land valuation. In-depth household investigation is conducted in typical rural areas in Kunshan City ,Jiangsu Province. This research stands for an initial and explorative work on the price evaluation of MPRCCL. The foundlings are expected to provide a reference for the right confirming,property pricing and market building of MPRCCL. The results show that the two methods used to evaluate the price of MPRCCL are feasible.
