摘要： 文章提出我国经济呈现出高速发展的状态，但是相伴经济发展而来的环境污染问题却是越来越严重，为了能使经济进入到可持续发展的良性模式，就需要对环境污染经行有效的控制，而建立排污权交易，用法律构建排污权交易是解决这一问题的有效途径。

关键词: 排污权交易, 总量控制, 排污许可证

Abstract: The article puts forward with the development of our country economy ,the problem of environmental pollution is becoming more and more serious.How to effectively control the environmental pollution and maintain economic development is an urgent problem.And the establishment of emissions trading ,the use of the law to build emissions trading is an effective way to solve this problem.
