摘要： 推进中小企业科技创新，促进中小企业健康发展，大力培育新兴产业，发展接续替代产业，发挥创新政策给力、中小企业发力、城市保障得力的合力作用，对实现资源型城市转型发展意义重大。文章对资源型城市转型发展过程中的中小企业科技创新进行了研究。

Abstract: Promoting scientific and technological innovation of small and medium-sized enterprises ,promoting the healthy development of small and medium-sized enterprises ,cultivating new industries ,developing alternative industries,exerting innovation policy force of small and medium-sized enterprises,city security effective force has great significance for achieving the transformation of resource-based city development.The paper analyzes the scientific and technological innovation of small and medium sized enterprises in the process of resource based on city transformation and development.
