“双高计划”下的高职院校科研创新效率评价与提升路径探究

摘要: 为了解江苏省“双高计划”建设的20所高职院校科研创新效率,文章以科研活动人员和科研经费投入作为投入指标,以发表论文数、专利授权数和“四技”服务到账金额作为产出指标,采用全要素生产率衡量其科研创新效率。研究结果表明:所有建设院校科技创新效率有效,均呈现不同程度的增长,整体的科研创新效率水平较高,但院校之间存在明显的差异。为提升江苏省“双高计划”建设院校科研创新效率,应进一步健全科研激励机制与运行机制、优化科研队伍结构、营造科研创新氛围和加强产学研深度融合。

Abstract: In order to understand the efficiency of scientific research and innovation in 20 higher vocational colleges built under the “Double-high Plan” in Jiangsu province, the input of scientific research personnel and funds is taken as the input index, using the number of papers published, the number of patents granted and the amount of “Four Techniques” services received as output indicators, the efficiency of scientific research and innovation is measured by total factor productivity. The results show that the efficiency of science and technology innovation of all construction colleges and universities is effective, showing different degrees of growth, the overall efficiency of science and technology innovation is higher, but there are obvious differences between colleges and universities. In order to improve the efficiency of scientific research innovation in Jiangsu province, the incentive mechanism and operation mechanism of scientific research should be further improved, the structure of scientific research team should be optimized, the atmosphere of scientific research innovation should be created, and the integration of production, teaching and research should be strengthened.
