摘要： 依照“统筹规划、需求导向、整合资源、创新开放”的指导原则，将IC卡道路运输证与高速公路ETC通行卡进行联合发行，有利于节约资源，扩大电子证件服务范围，提高苏通卡普及率。文章结合江苏省IC卡道路运输证试点创新工作的研究成果，提出了IC卡道路运输证联合发行管理工作中的需要解决的问题、解决办法和注意事项。

Abstract: In accordance with the “overall planning, demand guidance, resource integration, innovation and opening”, the guiding principles of the IC card is road transport and highways ETC pass issued for joint, which saves resources, expanding the scope of the electronic certificate services, improve the sutong card penetration. Based on IC card in jiangsu province road transport pilot innovation work of research results, the proposed IC card in road transport jointly issued the management work need to solve problems, solutions and points for attention.
