城乡居民基本养老保险基金运行效率分析--基于苏北调研

Analysis on Operating Efficiency of the Basic Endowment Insurance for Urban and Rural Residents:Based on the Investigation of Northern Jiangsu Province

摘要： 城乡居民基本养老保险是我国社会保障制度的重要组成部分，其目的是通过政府有效运作将养老保险基金发放到老年人手中，以保障他们的基本生活需要。文章通过对苏北P县社保部门管理人员进行访谈获得养老保险运行效率相关数据，并借鉴发达国家养老保险基金的相关研究成果，对影响效率的可能因素进行了定性分析，获得了影响养老保险基金运行效率的5个主要因素，同时建立DEA模型对该地区近3年基本养老保险基金运行效率进行了定量测算。最后，文章针对当地养老保险基金运行中出现的问题，提出了建设性的参考建议。

Abstract: The basic endowment insurance of urban and rural residents plays a vital role in the social security system, of which the main purpose is to provide the aged with the basic living needs by the effective operation of government in issuing the pension funds to the elderly. This project renders the qualitative analysis for the possible factors that affect the operating efficiency by analyzing the relevant statistics of the endowment insurance which is obtained through carrying out the interviews to the staff of the social security department at the P County in Northern Jiangsu Province and drawing lessons from the relevant research results of the developed countries. And it gains five main factors that affect the efficiency of the retirement insurance. Meanwhile, the DEA model is established to quantitatively calculate the operating efficiency of the basic retirement fund in past three years. Finally, this article puts forward the constructive suggestions for the problems of the local retirement pension funds.
