Abstract: With major changes in information technology ,electronic archives have gradually superseded paper records,which become the main carrier of information resources in the entire society. As a new archive model,it has gained the focus of public attentions. Starting from the problem whether electronic archives are legal ,this paper attempts to demonstrate its basic characteristics with legal documents and recognizes the legality of electronic archives as the important precondition of legal system construction. What’s more,this paper analyzes the status quo of electronic archives’ legal system construction in our country in order to find the obstacle factors. On this basis, we propose our government some corresponding strategies and put forward four-in-one strengthening system in order to form the legal system construction ,which may be a theoretical guidance for the electronic archives' legal system construction in China.
