银行视角下土地承包经营权抵押贷款标的计量的改进--以江苏省太仓、江都地区为例

Improvements of Contracted Management of Land Mortgage Object Measuring in Views of Banks:a Case Study of Taicang and Jiangdu in Jiangsu Province

摘要: 通过对苏州太仓和扬州江都的调研,结合苏州地区1998—2014年统计年鉴数据,对苏州采取而江都没有采取的土地租赁价值计量方式进行影响因素分析,得出结论:土地租赁价值,经济发达、环境优良对其有正向影响,农村务农比例高、可种植土地面积多对其有反向影响。同时发现两地银行在确定农地承包经营权价值时,没有考虑土地使用者创造价值的能力情况,结合调研地区农场(专业合作社),提出了对其经营盈利能力考查的方式,从拥有的土地规模、劳动力情况和自身才能等方面展开,以期能有效降低银行高估或低估农村土地承包经营权价值的概率,改进农地承包经营权抵押贷款标的计量。

Abstract: Through investigation and research in Taicang, Suzhou City and Jiangdu, Yangzhou City, based on statistical yearbook data from 1998 to 2014 in Suzhou, the author analyzes the influences of land rental value approach which Taicang carries out but Jiangdu doesn't. The conclusion is that good environment, developed economy have a positive effect on land lease value; high proportion of rural farming and planting land area have a reverse influence on land lease value. The author also find out that both banks did not consider the land users' ability of creating value when determined the value of land contracted management. In order to effectively reduce the probability that banks overestimate or underestimate the contracted management of rural land value, and improve agricultural land contracted management of mortgage loan object measurement, the author puts forward the mode of land users’ operating profit ability examination, including the land scale, labor conditions and their talents and so on, combined with specific situation of researched regions.
