摘要： 中国经济迈入新常态发展阶段，驱动经济增长的因素正在发生显著变化，消费对经济的推动作用日趋重要。文章基于改革开放至今公共财政支出与城乡居民消费的统计数据，利用VAR模型实证了三者之间发展的动态影响关系，发现公共支出在短期内能有效刺激居民消费而长期之后作用衰减明显，同时城镇居民消费能对农村居民消费起到良好的示范与促进作用。

Abstract: China economic development has entered a new normal. Factors driving economic growth are changing significantly. Consumption plays a more and more important role in promoting economy. This paper is based on the statistics of public expenditure and the consumption of urban and rural residents. VAR model is adopted to analyze the dynamic linkages and influences between them. The conclusion is that the public expenditure can effectively promote the residents’ consumption in the short term, while in the long term, the effect will remarkably weaken. Apart from that, our research shows the consumption of urban residents has a very strong demonstration effect.
