摘要：

根据《中共江苏省委江苏省人民政府关于加快建设知识产权强省的意见》的有关部署,2015年江苏省知识产权局启动了“高价值专利培育计划”项目,目的是要围绕战略性新兴产业,以重大创新载体为主体,探索建设高价值专利培育示范中心,建立产学研服协同创新新模式,创造一批科技含量高、权利状态稳定、市场效益好、市场竞争力强的高价值专利。但是究竟如何培育高价值专利,这在全国尚无先例,在知识产权工作中也是个新课题。文章总结和提炼了作者单位在“第三代半导体电力电子器件模块高价值专利培育示范中心”的实施方法,对培育高价值专利的模式与机制进行了有益的探索。

Abstract:

According to the arrangements of the “Opinions of the Jiangsu Provincial People’s Government on Accelerating the Construction of a Strong Intellectual Property Province”, the Jiangsu Provincial Intellectual Property Office launched the “High-Value Patent Cultivation Program” project in 2015. The purpose of the project is to focus on the major innovations of strategic emerging industries, explores the construction of high-value patent cultivation demonstration centers, establishes a new collaborative model of production, study and research, and creates a group of high-value patents with high technology content, stable rights, good market efficiency and strong market competitiveness. However, how to cultivate high-value patents, which is unprecedented in the country, is also a new topic in intellectual property work. This paper summarizes and refines the implementation method of the “High-Value Patent Cultivation Demonstration Center of Wide-Bandgap Semiconductor Power Electronic Device and Module”, and explores the mode and mechanism of cultivating high value patents.
