摘要：

十九大以来,党中央站在全面建成小康社会的战略高度,将广大群众在公共文化服务发面的“获得感”作为全面实现小康社会的一个重要指标。县级政府涵盖县（区）、乡镇（街道）、村（社区）,是公共文化服务体系城乡统筹的结合部,是实现公共文化建设面向农村、面向基层的关键环节。因此,文章在县域视野下从基层公共文化服务建设的现状出发,探索提升基层公共文化服务水平的路径。

Abstract:

Since the 19th National Congress of the Communist Party of China, the CPC Central Committee stands at the strategic height of building a moderately prosperous society in all respects, the “sense of acquisition” of the masses in public cultural services is regarded as an important indicator to realize a well-off society in an all-round way. County area governments, covering counties（districts）, towns （streets） and villages （communities）, are the integration department of urban-rural of the public cultural service system, and the key link to realize the construction of public culture oriented towards rural areas and grass-roots units. Therefore, this paper starts from the current situation of grassroots public cultural service construction in the perspective of county, and explores ways to improve grassroots public cultural service level.
